NaCSBA’s Technical Working Group has decided on its primary objectives moving forward.

The custom build policy agenda should be split into different sections to reflect the work that we are doing in the Technical team:

  • Promotion of self build exception sites (single plot or multiple units) (i.e. Shropshire model policy)
  • Lobbying to change the definition of affordable housing to include self build low cost
  • How to implement the Right to Build requirement
  • Methodology on how to allocate suitable sites in Local Plans
  • Model housing policy that would mean major housings schemes have to provide self build plots
  • Self build starter homes
  • Creation of self build starter homes exception sites

The Section 106 (S106) issue is now dependent on the outcome of the Judicial Review brought by West Berkshire and Reading against the government re: S106 exemption. I have been developing a guide on how to ensure that the self build exemption from CIL payments is achieved on larger custom build sites progressed by one developer.
